SUMMARY:CV-SALTS: Legal Questions Surrounding Management Zones for Cities and Special District Attorneys
DESCRIPTION:Many communities within the Central Valley have or will be receiving Notice to Comply Orders for CV-SALTS’s Nitrate Control Program from the Central Valley Regional Water Board.  Under the Nitrate Control program\, permittees are provided pathways to compliance\, including the opportunity to work with other permittees discharging to the same groundwater basin to collaborate by developing\, implementing and funding solutions for high nitrate levels in groundwater through Local Management Zones.  The Management Zone pathway provides greater flexibility and will likely be more cost effective for most communities\, however there has been several questions regarding a community’s participation in a management zone. \nThe Central Valley Clean Water Association (CVCWA)\, a non-profit organization of cities and special districts who provide wastewater collection and treatment to Central Valley communities is hosting a virtual roundtable on Tuesday April 13th\, starting at 9:00 a.m. geared toward legal staff which will briefly  provide an overview of management zones and then dive into a discussion of legal issues\, questions and concerns. \nPlease feel free to pass this message along to your City or Special District attorney\, especially if your agency is within a Priority 1 or 2 Groundwater Basin for CV-SALTS.  More information on CV-SALTS\, the Nitrate Control Program\, Management Zones\, etc. can be found at cvsalts.info \nTo Register for this event please click HERE

SUMMARY:SWB Issues 13267 Letter for PFAS Monitoring – Workshop
DESCRIPTION:In mid-July\, the State Water Board sent 13267 letters requiring all wastewater treatment plants with permitted capacities over one million gallons per day (1 mgd) to complete a questionnaire and begin 4 quarters of monitoring for 31 per- and polyfluoroalkyl substances (PFAS) compounds in POTW influent\, effluent\, and biosolids.  Additionally\, POTWs with groundwater monitoring requirements in their permits are required to submit for approval a groundwater monitoring plan to monitor for the same PFAS compounds in at least three groundwater wells.  13267 Letters carry regulatory weight and can result in civil liabilities for non-compliance.  CVCWA is planning a webinar for POTWs to assist in complying with this order.  This webinar is tentatively scheduled for September 16th from 9 to noon.

SUMMARY:CVCWA Workshop on Proposed SWB Toxicity Policy
DESCRIPTION:On Wednesday\, August 5th from 1:00-3:00 p.m. CVCWA will be holding a workshop to discuss the potential impacts of the State Water Board’s proposed Toxicity Policy to Central Valley POTWs.  In early July\,  the SWB released the Second Revised Draft Water Quality Control Plan for Inland Surface Waters\, Enclosed Bays\, and Estuaries of California; and Toxicity Provisions and the Second Revised Draft Staff Report\, Including Substitute Environmental Documentation\, for the Proposed Establishment of the Water Quality Control Plan for Inland Surface Waters\, Enclosed Bays\, and Estuaries of California; and Toxicity Provisions.  The proposed toxicity policy has been in development for over a decade.  Because of its impacts to our member agencies\, CVCWA has been engaged in commenting on this policy.  Click here to register.

SUMMARY:Pyrethroid Pesticide Collaborative Effort Workshop
DESCRIPTION:After a successful first workshop in which over 75 people and 30 agencies participated\, CVCWA will be holding the second of a two-part virtual workshop to explore whether a collaborative effort to comply with monitoring\, reporting and other requirements of the Pyrethroid Pesticide Basin Plan Amendment might be beneficial for Publicly Owned Treatment Works (POTWs)/wastewater treatment plants with NPDES permits and Stormwater Agencies within the Central Valley Floor.  The second workshop to explore forming a collaborative effort has been scheduled for Wednesday\, July 15th from 1:30 p.m. to 4:00 p.m.  This workshop is for employees of POTWs and Stormwater Agencies as well as consultants.
