In mid-July, the State Water Board sent 13267 letters requiring all wastewater treatment plants with permitted capacities over one million gallons per day (1 mgd) to complete a questionnaire and begin 4 quarters of monitoring for 31 per- and polyfluoroalkyl substances (PFAS) compounds in POTW influent, effluent, and biosolids. Additionally, POTWs with groundwater monitoring requirements in their permits are required to submit for approval a groundwater monitoring plan to monitor for the same PFAS compounds in at least three groundwater wells. 13267 Letters carry regulatory weight and can result in civil liabilities for non-compliance. CVCWA is planning a webinar for POTWs to assist in complying with this order. This webinar is tentatively scheduled for September 16th from 9 to noon.
